+++ Pour publication immediate -- merci de diffuser +++ COMMUNIQUE DE PRESSE -- [ Europe / Economie / Innovation ] ======================================================================== Etats et positions dominantes dans le secteur informatique : la FFII France et l'AsSoLi publient une étude ======================================================================== Bruxelles, le 19 mars 2008 -- Dans une étude envoyée à plusieurs membres du Parlement européen, la FFII France et l'AsSoLi, Associazione per il Software Libero, mettent en lumière les responsabilités des différents pouvoirs publics dans la perpétuation des positions dominantes dans le marché des technologies de l'information. L'existence de monopoles dans le secteur informatique et l'abus des positions acquises par les grands éditeurs de logiciel ne datent pas d'hier. Néanmoins, souvent par ignorance ou incompétence, les décideurs politiques continuent à agir contre les intérêts de la collectivité. Il est important de documenter ces comportements de façon approfondie. C'est le pari que s'est lancé Antonio J. Russo, auteur de l'étude "Le rôle de l'Etat dans la constitution des positions dominantes dans le secteur informatique", dont l'AsSoLi et la FFII France souhaitent aujourd'hui diffuser le travail. Paolo Didoné, Président de l'Associazione per il Software Libero déclare : « Nous espérons pouvoir sensibiliser les autorités nationales et européennes quant aux dangers des choix politiques effectués jusqu'à présent dans le secteur des TIC. Il est nécessaire aujourd'hui de procéder à un changement radical afin de respecter le principe de liberté d'initiative économique, en favorisant l'économie du logiciel libre et en mettant fin aux aides publiques destinées à renforcer les positions dominantes des principaux éditeurs de logiciel propriétaire. » Le document expose divers arguments, parmi lesquels on peut souligner : -- la stratégie fiscale de Microsoft et son impact négatif dans la majorité des pays européens ; -- la multiplication des marchés publics hors la loi ; -- le rôle de l'éducation nationale dans le développement d'une hégémonie culturelle ; -- la diminution des emplois chez les grands éditeurs de logiciel propriétaire ; -- le profit excessif dérivé de l'imposition de certains produits aux consommateurs. "Dans quelques jours, l'ISO (Organisation internationale de normalisation) rendra son verdict quant à la proposition de norme Microsoft Office Open XML", rappelle Alexandra Combes, Présidente FFII France. "Une occasion pour les Etats de manifester une bonne fois pour toutes leur opposition au lobbying massif de Redmond"...
