No, the the negotiations will not be continued because they already have
been terminated. The european governements already have signed the
consitution text the 29th october 2004:

The text now needs to be ratified by the national paliaments. Some
countries (Luxembourg included) have chosen to ratify the text by
referendum.
So remember: By saying "yes" you not only agree to the general idea of
having a european constitution (which I think is basically a good idea)
but you agree to a specific law text!
