No, I live in Luxembourg without paying luxembourgish prices for
Internet access. The access I have now in Luxembourg is not more
expensive than the DSL access I had when I lived in Germany.
They also have to pay for EPT network use at
luxembourish rate, and have
to purchase Internet bandwidth delivered here...
You said that traffic is not a problem and that nobody actually pays for
traffic, only maintenance. If you now say that you said bandwidth
instead of traffic, remember that traffic is bandwidth over time.
